obligation_n upon_o the_o conscience_n of_o the_o subject_n to_o obey_v they_o in_o all_o thing_n indefinite_o unless_o they_o be_v apparent_o forbid_v in_o the_o word_n of_o god_n they_o be_v exceed_o mistake_a for_o if_o there_o be_v nothing_o else_o to_o support_v sovereignty_n but_o that_o the_o king_n crown_n may_v perhaps_o stick_v no_o long_o on_o his_o head_n then_o till_o the_o parliament_n sit_v again_o see_v we_o may_v then_o very_a likely_a have_v more_o law_n that_o we_o shall_v make_v no_o conscience_n to_o obey_v and_o yet_o we_o shall_v make_v conscience_n god_n will_v of_o our_o loyalty_n to_o his_o majesty_n and_o must_v do_v while_o we_o live_v by_o the_o command_n of_o the_o almighty_a it_o be_v not_o the_o point_n of_o obedience_n then_o it_o must_v be_v inculcate_v upon_o which_o the_o government_n of_o king_n be_v establish_v but_o upon_o the_o point_n of_o subjection_n let_v i_o say_v it_o over_o again_o it_o be_v not_o on_o the_o point_n of_o obedience_n out_o of_o conscience_n but_o on_o the_o point_n that_o we_o must_v obey_v because_o the_o magistrate_n bear_v the_o sword_n and_o that_o not_o in_o vain_a that_o the_o whole_a world_n be_v keep_v in_o order_n and_o also_o upon_o this_o point_n of_o conscience_n that_o whether_o we_o have_v cause_n to_o obey_v or_o not_o obey_v we_o must_v however_o never_o resist_v upon_o pain_n of_o damnation_n let_v the_o book_n before_o mention_v be_v herein_o further_o consult_v and_o after_o this_o there_o will_v be_v little_a reason_n for_o our_o prefacer_n to_o talk_v any_o more_o of_o exception_n level_v at_o the_o power_n itself_o by_o any_o pretence_n of_o the_o nonconformist_a against_o the_o sovereign_a right_n of_o the_o king_n in_o the_o matter_n of_o the_o church_n any_o more_o than_o of_o the_o state_n for_o we_o own_v no_o such_o no_o more_o than_o he_o though_o the_o way_n of_o his_o express_a himself_o by_o put_v a_o restraint_n upon_o his_o subject_n conscience_n be_v so_o feat_n and_o grate_a till_o it_o be_v digest_v and_o withal_o so_o wayward_a that_o i_o can_v but_o point_v it_o to_o the_o reader_n correction_n by_o what_o will_v hereafter_o follow_v if_o prince_n as_o long_o as_o its_o exercise_n be_v keep_v within_o due_a bound_n of_o modesty_n and_o moderation_n which_o be_v grant_v all_o their_o general_a exception_n very_o fine_a when_o we_o have_v indeed_o none_o at_o all_o against_o the_o sufficiency_n of_o the_o authority_n itself_o be_v quit_v and_o they_o have_v now_o nothing_o to_o except_v against_o but_o the_o excess_n of_o its_o jurisdiction_n so_o that_o have_v gain_v this_o ground_n mighty_a to_o gain_v what_o never_o be_v with_o hold_v the_o next_o thing_n to_o be_v assign_v and_o determine_v be_v the_o just_a and_o lawful_a bound_n of_o this_o power_n which_o may_v be_v sum_v up_o in_o this_o general_a rule_n that_o governor_n take_v care_v not_o to_o impose_v thing_n apparent_o evil_a and_o that_o subject_n be_v not_o allow_v to_o plead_v conscience_n in_o any_o other_o case_n this_o be_v the_o safe_a and_o most_o easy_a rule_n to_o secure_v the_o quiet_a of_o all_o that_o be_v upright_a and_o governor_n the_o other_o be_v about_o the_o particular_a matter_n of_o it_o whether_o the_o present_a imposition_n of_o conformity_n do_v keep_v within_o that_o compass_n and_o consequent_o be_v lawful_a or_o unlawful_a the_o latter_a of_o these_o be_v the_o pitch_a field_n between_o the_o conformist_n and_o nonconformist_a and_o neither_o of_o we_o have_v a_o mind_n to_o enter_v into_o it_o the_o case_n but_o if_o my_o friend_n be_v weak_a and_o can_v indeed_o come_v to_o i_o i_o must_v go_v to_o my_o

to_o it_o if_o our_o prosecute_n the_o law_n upon_o you_o will_v make_v you_o do_v it_o rather_o than_o suffer_v we_o dare_v not_o prosecute_v you_o to_o destroy_v your_o soul_n but_o if_o you_o man_n conscience_n i_o can_v conceive_v but_o that_o the_o case_n be_v the_o same_o here_o as_o if_o the_o matter_n be_v itself_o religious_a for_o whatsoever_o the_o thing_n be_v in_o that_o respect_n as_o he_o make_v a_o conscience_n of_o it_o i_o have_v say_v before_o it_o be_v a_o point_n of_o religion_n to_o he_o the_o fifth-monarchy-man_n think_v in_o his_o conscience_n he_o may_v not_o pay_v tax_n a_o strange_a opinion_n against_o scripture_n sense_n and_o righteousness_n yet_o if_o you_o ask_v the_o man_n his_o reason_n he_o will_v bring_v you_o a_o text_n perhaps_o out_o of_o daniel_n or_o the_o revelation_n and_o the_o sum_n of_o all_o will_v come_v to_o this_o that_o if_o he_o do_v he_o think_v very_o he_o shall_v receive_v the_o mark_n of_o the_o beast_n and_o be_v cast_v into_o the_o lake_n of_o fire_n and_o brimstone_n and_o rather_o than_o venture_v that_o he_o will_v choose_v to_o suffer_v though_o it_o be_v death_n i_o count_v this_o man_n now_o as_o one_o in_o a_o fever_n that_o be_v touch_v in_o his_o head_n and_o who_o can_v help_v such_o a_o conceit_n his_o opinion_n be_v ground_v on_o the_o revelation_n and_o we_o agree_v that_o in_o matter_n of_o supernatural_a revelation_n the_o magistrate_n may_v not_o force_v any_o against_o their_o conscience_n what_o then_o shall_v he_o do_v i_o answer_v in_o this_o case_n and_o the_o like_a as_o this_o be_v it_o be_v the_o management_n only_o of_o the_o law_n with_o prudence_n will_v decide_v such_o difficulty_n it_o be_v against_o the_o man_n conscience_n voluntary_o to_o pay_v his_o tax_n it_o will_v wound_v his_o soul_n if_o he_o do_v but_o it_o be_v not_o against_o his_o conscience_n nor_o will_v it_o wound_v he_o that_o he_o be_v assess_v and_o that_o the_o officer_n come_v and_o distrain_v and_o pay_v himself_o so_o long_o as_o he_o bear_v his_o testimony_n by_o a_o nonpayment_n he_o be_v willing_a to_o have_v the_o money_n take_v by_o force_n and_o thus_o do_v the_o officer_n do_v right_a for_o the_o law_n be_v he_o shall_v pay_v or_o be_v distrain_v and_o the_o man_n keep_v his_o conscience_n and_o no_o hurt_n be_v do_v but_o if_o a_o magistrate_n will_v not_o wherein_o there_o may_v be_v require_v of_o person_n some_o thing_n which_o be_v apparent_o their_o duty_n as_o this_o render_n to_o caesar_n the_o thing_n which_o be_v caesar_n be_v by_o the_o law_n of_o god_n as_o well_o as_o man_n and_o yet_o in_o regard_n of_o some_o principle_n some_o have_v receive_v or_o some_o circumstance_n they_o be_v in_o they_o be_v against_o their_o conscience_n you_o may_v ask_v therefore_o in_o general_n do_v not_o the_o magistrate_n well_o to_o use_v his_o sword_n and_o execute_v the_o law_n upon_o offender_n in_o such_o case_n i_o answer_v no_o doubt_n but_o he_o owe_v to_o his_o brother_n soul_n and_o be_v above_o any_o law_n of_o man_n aught_o to_o prevail_v with_o he_o for_o some_o such_o middle_a course_n in_o the_o execution_n of_o the_o law_n that_o
