the_o most_o part_n but_o foolishness_n and_o weakness_n and_o that_o he_o may_v have_v weapon_n of_o his_o own_o kind_n to_o batter_v down_o the_o proud_a imagination_n of_o church-member_n and_o revenge_v all_o disobedience_n as_o the_o apostle_n speak_v 2_o corinth_n 10.6_o for_o which_o cause_n he_o call_v it_o a_o rod_n 1_o corinth_n 4.21_o and_o a_o punishment_n 2_o corinth_n 2.6_o 4._o there_o be_v here_o a_o power_n of_o order_v and_o make_v law_n of_o what_o concern_v the_o affair_n of_o the_o church_n as_o may_v be_v gather_v 1._o from_o this_o that_o they_o try_v officer_n whereby_o it_o be_v apparent_a that_o the_o church_n have_v her_o law_n in_o reference_n to_o the_o admission_n of_o minister_n before_o they_o can_v be_v account_v such_o and_o that_o these_o who_o be_v find_v by_o their_o trial_n to_o be_v liar_n shall_v not_o be_v account_v apostle_n or_o church-officer_n otherwise_o authority_n in_o the_o former_a respect_n will_v be_v maim_v and_o defective_a 2._o it_o may_v be_v gather_v from_o this_o that_o they_o may_v conclude_v what_o be_v offensive_a and_o what_o not_o who_o be_v to_o be_v try_v and_o upon_o what_o ground_n when_o the_o this_o authority_n and_o power_n and_o we_o answer_v 1._o negative_o 1._o the_o civil_a magistrate_n be_v not_o the_o subject_n of_o this_o power_n for_o they_o to_o who_o christ_n write_v these_o epistle_n be_v the_o subject_n of_o this_o power_n but_o the_o civil_a magistrate_n be_v not_o the_o party_n to_o who_o christ_n write_v these_o epistle_n as_o be_v clear_a and_o it_o can_v be_v time_n for_o he_o account_v their_o neglect_n of_o the_o practice_n of_o it_o to_o be_v a_o sin_n against_o the_o breach_n of_o their_o duty_n even_o as_o he_o quarrel_v with_o the_o angel_n of_o there_o be_v no_o warrant_n to_o give_v it_o to_o the_o angel_n and_o to_o some_o of_o the_o church-member_n and_o not_o to_o all_o for_o that_o be_v again_o to_o sub-divide_a the_o church_n as_o if_o all_o its_o member_n be_v not_o as_o to_o government_n of_o one_o rank_n contrary_a to_o the_o way_n keep_v here_o and_o indeed_o we_o know_v no_o other_o reason_n more_o palpable_a why_o the_o officer_n and_o member_n of_o the_o church_n be_v so_o distinct_o set_v forth_o but_o that_o their_o distinctnesse_n in_o this_o respect_n may_v be_v hold_v forth_o but_o the_o first_o can_v be_v say_v that_o all_o come_v in_o equal_o in_o government_n who_o be_v member_n because_o that_o will_v take_v in_o woman_n and_o child_n therefore_o it_o must_v belong_v to_o the_o officer_n as_o distinct_a from_o the_o other_o three_o see_v much_o of_o this_o church-power_n be_v conversant_a about_o thing_n of_o that_o nature_n as_o try_v of_o false_a apostle_n corrupt_a doctrine_n etc._n etc._n which_o do_v require_v both_o fitness_n of_o qualificaton_n and_o continuance_n in_o respect_n of_o time_n and_o painfulness_n beyond_o that_o which_o always_o church-member_n use_v or_o be_v call_v to_o have_v in_o respect_n of_o the_o one_o or_o can_v bestow_v in_o respect_n of_o the_o other_o and_o see_v these_o be_v certain_a truth_n that_o these_o who_o be_v ordinary_o call_v of_o god_n to_o the_o exercise_n of_o any_o authority_n be_v to_o be_v fit_v for_o it_o and_o patient_o to_o follow_v the_o trial_n for_o here_o these_o who_o be_v to_o censure_v be_v also_o to_o try_v it_o will_v follow_v therefore_o that_o this_o power_n in_o such_o thing_n can_v be_v think_v to_o be_v commit_v unto_o the_o body_n of_o the_o people_n especial_o if_o we_o consider_v these_o two_o 1._o that_o in_o the_o choice_n even_o of_o a_o deacon_n there_o be_v such_o exactness_n require_v in_o the_o trial_n of_o his_o qualification_n and_o authority_n to_o his_o admission_n to_o that_o office_n yet_o the_o power_n of_o govern_v do_v not_o belong_v to_o this_o officer_n as_o such_o but_o he_o be_v inferior_a to_o that_o now_o if_o it_o be_v suppose_v that_o the_o people_n general_o have_v interest_n in_o government_n and_o ruling_n then_o it_o will_v follow_v 1._o that_o there_o be_v more_o qualification_n require_v in_o a_o deacon_n which_o as_o such_o be_v but_o a_o service_n than_o there_o be_v require_v in_o these_o that_o govern_v in_o the_o high_a thing_n and_o 2._o that_o to_o be_v a_o member_n of_o the_o visible_a church_n have_v more_o authority_n in_o it_o than_o to_o be_v a_o deacon_n at_o least_o than_o a_o deacon_n can_v have_v as_o such_o because_o the_o one_o govern_v by_o authority_n in_o the_o high_a thing_n and_o the_o other_o as_o such_o but_o serve_v and_o by_o the_o institution_n and_o rule_n for_o the_o election_n of_o deacon_n it_o will_v seem_v that_o there_o be_v by_o that_o office_n a_o accession_n of_o somewhat_o to_o they_o like_o authority_n more_o than_o they_o have_v before_o or_o other_o member_n have_v and_o see_v this_o accession_n have_v no_o authority_n with_o it_o it_o will_v seem_v strange_a to_o say_v that_o a_o church-member_n that_o be_v oversee_v by_o a_o ordinary_a deacon_n have_v authority_n in_o he_o which_o the_o deacon_n as_o such_o have_v not_o in_o the_o second_o place_n we_o may_v add_v this_o consideration_n that_o it_o be_v simple_o impossible_a for_o all_o church-member_n even_o the_o generality_n of_o they_o to_o understand_v many_o question_n that_o may_v be_v agitate_a yea_o we_o may_v say_v further_o they_o be_v not_o call_v to_o understand_v they_o and_o again_o other_o can_v possible_o give_v their_o attendance_n for_o the_o trial_n of_o intricat_a thing_n which_o may_v draw_v a_o great_a length_n for_o it_o be_v assert_v by_o learned_a thomas_n hooker_n of_o new_a england_n part_n 3._o chap._n 3._o pag._n 36._o and_o 37._o that_o the_o preparation_n be_v to_o be_v make_v by_o the_o elder_n because_o the_o body_n of_o the_o people_n if_o numerous_a they_o will_v be_v unable_a with_o any_o comely_a conveniency_n to_o consider_v and_o weigh_v all_o the_o circumstance_n with_o all_o the_o emergent_a difficulty_n which_o will_v certain_o and_o necessary_o occur_v in_o such_o agitation_n nor_o can_v in_o reason_n bestow_v their_o time_n and_o pain_n upon_o they_o as_o the_o intricatie_n and_o perplexity_n of_o the_o work_n will_v sometime_o require_v thus_o far_o he_o which_o do_v certain_o render_v it_o at_o least_o exceed_v suspicious_a that_o they_o shall_v be_v instate_v with_o authority_n to_o judge_v and_o determine_v who_o can_v possible_o wait_v on_o the_o trial_n especial_o consider_v that_o in_o all_o judge_n and_o government_n mention_v in_o the_o scripture_n and_o particular_o in_o these_o epistle_n these_o two_o be_v join_v together_o to_o wit_n trial_n and_o censure_n 3._o we_o say_v that_o it_o be_v not_o one_o person_n or_o churchofficer_n above_o other_o church-officer_n to_o who_o this_o power_n and_o authority_n be_v commit_v because_o 1._o it_o be_v to_o the_o officer_n who_o be_v contradistinguish_v from_o the_o people_n and_o be_v not_o comprehend_v under_o the_o title_n candlestick_n or_o church_n but_o that_o must_v be_v understand_v of_o all_o minister_n and_o not_o of_o one_o only_a 2._o by_o this_o one_o angel_n collective_o take_v many_o ruler_n govern_v one_o body_n in_o a_o associate_v manner_n be_v to_o be_v understand_v as_o be_v clear_v chap._n 1._o vers_fw-la 20._o and_o 4.14_o which_o be_v the_o work_n here_o commend_v in_o ephesus_n and_o if_o this_o be_v true_a that_o by_o angel_n here_o be_v to_o be_v understand_v a_o plurality_n of_o unite_a church-ruler_n as_o be_v say_v then_o this_o assertion_n lay_v down_o will_v also_o follow_v for_o no_o other_o rest_v to_o lay_v claim_n to_o this_o authority_n to_o close_v then_o in_o the_o four_o place_n we_o may_v short_o lay_v down_o these_o conclusion_n further_o from_o these_o epistle_n 1._o that_o this_o discipline_n and_o authority_n be_v to_o be_v exercise_v on_o all_o sort_n of_o person_n member_n of_o the_o church_n whether_o they_o be_v pretend_v teacher_n as_o apostle_n and_o prophetess_n whether_o mâ—n_z or_o woman_n in_o a_o word_n all_o who_o be_v capable_a to_o give_v offence_n and_o to_o be_v edify_v by_o church_n censure_n which_o young_a child_n mad_a man_n and_o such_o like_a be_v not_o in_o the_o reach_n of_o 2._o it_o concern_v all_o sort_n of_o case_n whether_o of_o error_n or_o practice_n and_o be_v to_o be_v exercise_v in_o reference_n to_o the_o first_o as_o well_o as_o to_o the_o last_o as_o be_v clear_a from_o these_o epistle_n 3._o these_o high_a censure_n be_v to_o proceed_v against_o error_n and_o scandal_n of_o a_o high_a nature_n as_o these_o mention_v in_o the_o text_n be_v or_o such_o as_o be_v agrege_v with_o highten_v circumstance_n as_o disobedience_n and_o contempt_n in_o not_o hear_v the_o church_n etc._n etc._n mat._n 18._o and_o which_o after_o trial_n be_v clear_o make_v out_o that_o thereby_o the_o sentence_n
circumcision_n nor_o peter_n of_o the_o gentile_n in_o a_o equal_a manner_n hence_o that_o argument_n may_v be_v answer_v if_o a_o minister_n be_v a_o minister_n to_o more_o congregation_n beside_o minister_n or_o ambassador_n of_o christ_n but_o actu_fw-la secundo_fw-la and_o in_o respect_n of_o special_a delegation_n he_o be_v peculiarly_a minister_n of_o that_o congregation_n whereto_o in_o his_o name_n where_o ever_o it_o be_v within_o his_o dominion_n although_o for_o the_o better_a supply_n of_o the_o subject_n some_o of_o they_o be_v design_v for_o one_o corner_n some_o of_o they_o for_o another_o of_o the_o kingdom_n or_o they_o be_v like_o ambassador_n authorize_v to_o treat_v with_o rebellious_a subject_n who_o have_v each_o of_o they_o authority_n to_o treat_v and_o conclude_v with_o whosoever_o shall_v come_v in_o their_o way_n although_o for_o the_o better_a carry_v one_o of_o that_o treaty_n some_o of_o they_o be_v design_v for_o such_o a_o corner_n and_o to_o though_o in_o a_o mediate_a way_n and_o the_o minister_n be_v his_o ambassador_n treat_v and_o perform_v all_o his_o act_n in_o his_o name_n there_o be_v no_o ground_n to_o deny_v this_o ministerial_a otherwise_o he_o be_v only_o give_v as_o a_o minister_n to_o that_o particular_a church_n 3._o if_o his_o relation_n to_o the_o catholic_n church_n be_v principal_a and_o his_o relation_n to_o a_o particular_a congregation_n subordinate_a to_o that_o then_o must_v his_o ministerial_a authority_n in_o the_o case_n foresay_a extend_v itself_o to_o other_o of_o the_o visible_a church_n beside_o respect_n of_o the_o extent_n of_o power_n betwixt_o minister_n in_o their_o particular_a congregation_n and_o apostle_n in_o the_o catholic_n church_n but_o it_o be_v certain_a that_o the_o apostle_n as_o apostle_n do_v preach_v to_o heathen_n and_o engage_v they_o to_o christ_n and_o enter_v they_o in_o the_o church_n and_o that_o by_o virtue_n of_o their_o apostolic_a commission_n and_o authority_n it_o will_v follow_v therefore_o that_o a_o minister_n be_v not_o so_o bound_v by_o his_o relation_n to_o a_o particular_a church_n but_o that_o he_o may_v exercise_v ministerial_a pour_v without_o the_o bound_n thereof_o 3._o if_o a_o minister_n by_o that_o same_o authority_n may_v preach_v and_o administrate_n the_o sacrament_n to_o other_o without_o the_o congregation_n as_o to_o as_o speak_v by_o a_o ambassador_n and_o expect_v the_o ratify_n thereof_o and_o if_o it_o be_v not_o so_o their_o consolation_n be_v exceed_o lessen_v and_o the_o minister_n disable_v from_o conclude_v the_o treaty_n as_o a_o ambassador_n which_o do_v not_o agree_v with_o christ_n end_n of_o send_v minister_n which_o be_v the_o perfect_a of_o the_o saint_n and_o edify_v the_o body_n declare_v by_o god_n immediate_o to_o be_v such_o as_o this_o be_v or_o 2._o as_o add_v upon_o the_o matter_n by_o put_v or_o impose_v a_o meaning_n on_o that_o which_o be_v write_v that_o god_n never_o intend_v or_o which_o the_o word_n will_v not_o bear_v therefore_o deceiver_n and_o wrester_n of_o the_o word_n be_v call_v impostor_n as_o impose_v the_o curse_n that_o be_v threaten_v on_o they_o that_o add_v any_o of_o their_o way_n be_v god_n shall_v add_v to_o he_o the_o plague_n that_o be_v write_v in_o this_o book_n that_o be_v he_o shall_v bring_v upon_o he_o all_o the_o curse_n
