of_o the_o faith_n to_o our_o lovite_n ______o macer_n of_o our_o privy_a council_n or_o messenger_n at_o arm_n our_o sheriff_n in_o that_o part_n conjunct_o and_o several_o special_o constitute_v greeting_n forasmuch_o as_o by_o the_o twenty_o six_o act_n of_o the_o three_o session_n of_o our_o first_o parliament_n the_o order_v and_o disposal_n of_o trade_n with_o foreign_a country_n and_o the_o lay_n of_o restraint_n and_o imposition_n upon_o foreign_a import_v commodity_n be_v assert_v to_o belong_v to_o we_o and_o our_o royal_a successor_n as_o a_o undoubted_a privilege_n and_o prerogative_n of_o the_o crown_n and_o that_o by_o virtue_n thereof_o we_o may_v lay_v such_o imposition_n and_o restraint_n upon_o forreign_n import_v commodity_n and_o so_o order_n and_o dispose_v upon_o the_o trade_n of_o they_o as_o we_o shall_v judge_v sit_v for_o the_o good_a of_o our_o kingdom_n and_o whereas_o by_o a_o act_n and_o proclamation_n of_o the_o eleven_o of_o april_n last_o upon_o consideration_n of_o the_o great_a detriment_n our_o custom_n and_o excise_n may_v sustain_v by_o a_o prohibition_n put_v upon_o several_a foreign_a commodity_n deduction_n of_o the_o excise_n of_o that_o employ_v upon_o fish_n and_o other_o allowance_n give_v for_o the_o encouragement_n of_o manufacture_n and_o build_n of_o ship_n we_o do_v for_o balance_n of_o some_o part_n thereof_o appoint_v a_o further_a duty_n to_o be_v put_v upon_o wine_n and_o tobacco_n which_o be_v find_v to_o be_v very_o far_o short_a in_o balance_v and_o compense_v the_o foresay_a loss_n wherefore_o we_o with_o advice_n of_o our_o privy_a council_n conform_v to_o the_o power_n give_v we_o by_o the_o say_a act_n of_o parliament_n ordain_v that_o each_o tun_n of_o french_a spanish_a and_o rhenish_a wine_n which_o former_o pay_v thirty_o pound_n scot_n of_o custom_n shall_v hereafter_o pay_v thirty_o pound_n scot_n more_o be_v in_o all_o threescore_o pound_n scot_n with_o the_o burden_n of_o the_o bullion_n as_o former_o by_o way_n of_o custom_n and_o each_o pound_n of_o tobacco_n come_v immediate_o from_o the_o plantation_n pay_v hereafter_o two_o shilling_n four_o penny_n scot_n of_o custom_n and_o eight_o penny_n scot_n of_o excise_n and_o each_o pound_n of_o all_o other_o tobacco_n come_v from_o any_o other_o place_n except_o the_o plantation_n pay_v five_o shilling_n scot_n of_o custom_n and_o twelve_o penny_n of_o excise_n make_v in_o all_o six_o shilling_n scot_n of_o custom_n and_o excise_n each_o pound_n weight_n and_o whereas_o by_o the_o act_n of_o parliament_n anno_fw-la 1669._o the_o merchant_n exporter_n be_v to_o have_v allow_v or_o repay_v by_o the_o customer_n ten_o pound_n four_o shilling_n scot_n for_o the_o salt_n of_o each_o export_v last_o of_o herring_n and_o that_o by_o a_o act_n of_o parliament_n anno_fw-la 1673._o anent_o the_o take_n away_o the_o pre-emption_a of_o salt_n it_o be_v appoint_v that_o the_o exporter_n of_o herring_n shall_v only_o be_v free_a of_o custom_n at_o the_o export_n be_v only_o twenty_o four_o shilling_n scot_n per_n last_o and_o that_o by_o the_o foresay_a proclamation_n follow_v thereupon_o the_o merchant_n exporter_n be_v to_o have_v allowance_n according_a to_o the_o first_o act_n of_o parliament_n without_o consider_v that_o we_o do_v quite_o the_o excise_n then_o payable_a to_o he_o upon_o inland_n salt_n be_v fifteen_o shilling_n scot_n per_fw-la linlithgow_n boll_n which_o will_v have_v extend_v to_o much_o more_o than_o what_o be_v to_o be_v return_v to_o the_o merchant_n for_o their_o exported_a herring_n and_o that_o the_o act_n 1673._o do_v take_v away_o all_o pretence_n thereto_o therefore_o we_o ordain_v that_o the_o say_a act_n 1673._o shall_v stand_v in_o full_a force_n and_o that_o no_o allowance_n be_v give_v for_o exported_a herring_n notwithstanding_o of_o the_o say_a act_n of_o council_n and_o proclamation_n foresay_a follow_v thereupon_o appoint_v repayment_n for_o exported_a herring_n according_a to_o the_o act_n of_o parliament_n foresay_a in_o the_o year_n 1669._o and_o ordain_v the_o collector_n or_o fermorer_n of_o our_o custom_n and_o excise_n present_a and_o to_o come_v their_o depute_n servant_n and_o waiter_n to_o uplift_v and_o exact_v the_o say_a custom_n and_o excise_n upon_o the_o said_n good_n as_o the_o same_o be_v now_o impose_v in_o time_n come_v whether_o our_o custom_n and_o excise_n be_v uplift_v by_o collection_n or_o ferm_n any_o former_a act_n to_o the_o contrair_n notwithstanding_o and_o we_o ordain_v these_o present_n to_o be_v publish_v at_o the_o mercat_n cross_n of_o edinburgh_n and_o other_o place_n needful_a that_o none_o pretend_v ignorance_n give_v under_o our_o signet_n at_o edinburgh_n the_o
