possession_n of_o the_o favour_n do_v not_o only_o interpretatiu_o but_o plain_o and_o express_o in_o the_o sight_n of_o the_o whole_a nation_n say_v they_o be_v satisfy_v with_o the_o term_n and_o make_v with_o which_o i_o shall_v end_v this_o historical_a relation_n edinb_n octob._n 5._o 1677._o the_o lord_n of_o council_n think_v fit_a of_o that_o the_o indulge_v minister_n shall_v not_o be_v if_o they_o find_v they_o transgress_v we_o have_v thus_o deduce_v this_o business_n of_o the_o indulgence_n unto_o this_o period_n and_o as_o occasion_n offer_v have_v hint_v all_o along_v such_o remark_n as_o may_v suffice_v to_o give_v understanding_n in_o the_o matter_n and_o to_o clear_v up_o the_o true_a state_n of_o the_o question_n unto_o the_o understanding_n and_o unprejudge_v no_o more_o be_v say_v yet_o that_o full_a satisfaction_n may_v be_v give_v in_o this_o matter_n i_o shall_v according_a as_o i_o promise_v turn_v back_o a_o little_a and_o take_v notice_n of_o some_o thing_n that_o fall_v out_o anno_fw-la 1673._o when_o several_n of_o the_o indulge_v be_v as_o we_o hear_v call_v before_o the_o council_n for_o not_o observe_v the_o 29._o of_o may_n and_o the_o instruction_n that_o have_v be_v give_v to_o they_o where_o by_o we_o may_v be_v help_v to_o some_o further_a clearness_n in_o this_o affair_n and_o in_o this_o examination_n i_o shall_v as_o to_o the_o ground_n i_o go_v upon_o be_v favourable_a to_o the_o indulge_v beyond_o all_o exception_n for_o i_o shall_v only_o take_v notice_n of_o the_o relation_n of_o what_o pass_v as_o make_v by_o one_o of_o themselves_o in_o a_o narrative_a as_o it_o be_v call_v concern_v the_o carriage_n of_o some_o minister_n who_o appear_v before_o the_o council_n in_o july_n last_o to_o wit_v 1673_o write_v in_o answer_n to_o afriend_v who_o desire_v to_o be_v inform_v about_o that_o affair_n and_o truth_n or_o falsehood_n be_v in_o that_o paper_n scatter_v up_o and_o down_o among_o the_o people_n concern_v the_o same_o and_o i_o suppose_v no_o man_n will_v blame_v i_o for_o ground_v my_o discourse_n against_o the_o indulgence_n and_o indulge_v upon_o this_o narration_n see_v it_o may_v be_v suppose_v that_o this_o will_v be_v make_v as_o favourable_a to_o they_o and_o their_o cause_n as_o truth_n will_v suffer_v and_o i_o shall_v be_v loath_a to_o question_v matter_n of_o fact_n nor_o shall_v it_o be_v necessary_a for_o ●e_a to_o examine_v every_o word_n in_o that_o paper_n it_o be_v sufficient_a for_o my_o present_a business_n to_o touch_v upon_o those_o thing_n which_o be_v most_o material_a and_o which_o concern_v our_o present_a question_n this_o author_n tell_v we_o that_o there_o be_v a_o considerable_a number_n of_o minister_n who_o have_v obtain_v liberty_n from_o the_o magistrate_n to_o preach_v public_o without_o hazard_n of_o that_o legal_a restraint_n under_o which_o they_o lie_v before_o cite_v before_o the_o council_n but_o not_o to_o exaggerate_v that_o word_n obtain_v which_o will_v import_v that_o these_o minister_n have_v be_v too_o active_a in_o procure_v to_o themselves_o that_o liberty_n as_o it_o be_v call_v which_o whether_o it_o be_v so_o or_o not_o i_o can_v determine_v though_o this_o expression_n will_v give_v the_o reader_n ground_n to_o suppose_v that_o indeed_o it_o have_v be_v so_o i_o only_o observe_v that_o his_o construction_n of_o the_o indulgence_n and_o his_o description_n thereof_o here_o give_v appear_v too_o favourable_a and_o more_o favourable_a than_o true_a for_o sure_a there_o be_v more_o than_o this_o in_o the_o indulgence_n matter_n have_v be_v thus_o if_o the_o act_n of_o glasgow_n have_v be_v simple_o repeal_v and_o every_o man_n permit_v to_o return_v home_o to_o his_o own_o charge_n but_o when_o that_o be_v not_o do_v but_o every_o one_o of_o they_o send_v to_o such_o place_n as_o the_o council_n think_v meet_v and_o appoint_v and_o ordain_v there_o to_o abide_v and_o to_o exerce_fw-la the_o function_n of_o the_o ministry_n with_o such_o and_o such_o limitation_n and_o upon_o certain_a condition_n hold_v forth_o and_o make_v know_v and_o as_o the_o council_n say_v accept_v and_o submit_v to_o it_o be_v manifest_a that_o the_o matter_n have_v a_o far_a other_o face_n beside_o that_o the_o grant_n of_o liberty_n to_o preach_v public_o without_o hazard_n need_v no_o such_o act_n of_o parliament_n as_o be_v the_o act_n of_o supremacy_n to_o salve_v the_o granter_n in_o law_n and_o make_v the_o grant_n to_o stand_v good_a in_o law_n but_o what_o for_o a_o possession_n this_o liberty_n be_v the_o charter_n by_o which_o it_o be_v confirm_v may_v tell_v we_o it_o can_v be_v no_o lawful_a possession_n before_o god_n which_o must_v have_v such_o a_o de_fw-fr novo_fw-la damus_fw-la and_o charter_n to_o secure_v it_o and_o that_o the_o indulgence_n can_v not_o stand_v without_o this_o we_o have_v see_v above_o and_o how_o notwithstanding_o of_o all_o that_o liberty_n the_o indulge_v can_v not_o be_v secure_a in_o point_n of_o law_n until_o this_o explanatory_a act_n of_o the_o supremacy_n have_v pass_v in_o parliament_n anno_fw-la 1669._o whereby_o not_o only_o what_o be_v do_v by_o king_n and_o council_n in_o licens_v of_o so_o many_o before_o that_o act_n be_v declare_v to_o be_v legal_a because_o of_o the_o king_n supremacy_n in_o church-affair_n never_o before_o so_o ample_o and_o full_o declare_v and_o explain_v but_o way_n make_v for_o prosecute_a the_o same_o design_n in_o time_n come_v according_a as_o it_o come_v to_o pass_v when_o the_o indulgence_n stand_v engage_v thus_o unto_o and_o under_o the_o favourable_a aspect_n of_o that_o unparalleled_a supremacy_n who_o that_o be_v not_o whole_o devout_v unto_o the_o supremacy_n can_v give_v such_o a_o favourable_a verdict_n of_o the_o indulgence_n as_o this_o author_n do_v beside_o that_o impartial_a on-looker_n will_v judge_v that_o there_o be_v much_o more_o in_o this_o indulgence_n see_v it_o be_v obvious_a enough_o how_o the_o contrivance_n be_v make_v to_o break_v the_o honest_a suffer_a party_n and_o as_o some_o of_o the_o chief_a contriver_n say_v to_o divide_v betwixt_o the_o madcap_n fanatic_n and_o the_o more_o sober_a to_o confirm_v the_o usurpation_n to_o strengthen_v the_o hand_n of_o adversary_n to_o suppress_v and_o keep_v down_o the_o glorious_a and_o bless_a assembling_n of_o the_o lord_n people_n and_o to_o settle_v people_n in_o a_o sinful_a silence_n and_o stupid_a submission_n to_o all_o the_o encroachment_n make_v on_o the_o prerogative_n of_o the_o crown_n of_o christ_n and_o on_o the_o privilege_n of_o his_o church_n and_o to_o the_o overturning_a of_o the_o whole_a work_n of_o god_n and_o not_o only_o the_o intentio_fw-la operantium_fw-la which_o wise_a man_n so_o circumstantiate_v as_o they_o be_v be_v call_v to_o eve_n and_o consider_v be_v obvious_a and_o clear_a but_o also_o the_o intentio_fw-la operis_fw-la be_v undeniable_a however_o we_o may_v please_v ourselves_o in_o devise_v term_n of_o mince_a and_o extenuate_v whereby_o to_o paint_v it_o forth_o as_o well_o as_o we_o can_v if_o not_o so_o as_o that_o it_o shall_v appear_v beautiful_a yet_o so_o as_o that_o it_o may_v not_o appear_v so_o deform_v as_o indeed_o it_o be_v and_o will_v be_v to_o all_o that_o view_v it_o in_o a_o just_a and_o upright_a mirror_n he_o say_v

instruction_n or_o prescription_n which_o be_v contain_v in_o his_o maj._n letter_n say_v that_o the_o prescription_n of_o christ_n be_v not_o full_a but_o again_o see_v they_o have_v not_o freedom_n to_o say_v that_o they_o receive_v their_o ministry_n from_o christ_n alone_o how_o can_v they_o say_v that_o they_o have_v their_o full_a prescription_n from_o christ_n unless_o they_o mean_v that_o they_o have_v they_o not_o from_o christ_n alone_o and_o then_o they_o must_v say_v that_o they_o have_v they_o partly_o from_o some_o other_o and_o that_o other_o m●st_a either_o be_v the_o blasphemy_n more_o may_v be_v here_o note_v but_o what_o be_v say_v be_v enough_o to_o our_o purpose_n at_o present_a and_o what_o be_v say_v above_o need_v not_o be_v here_o repeat_v but_o now_o we_o indulgence_n as_o a_o consequent_a of_o their_o hold_v of_o the_o ministry_n partly_o of_o the_o magistrate_n and_o whether_o the_o magistrate_n do_v intend_v the_o grant_n of_o the_o indulgence_n as_o a_o declaration_n of_o their_o account_v minister_n to_o hold_v their_o ministry_n partly_o of_o they_o or_o not_o yet_o the_o accept_n of_o the_o indulgence_n thus_o be_v a_o plain_a declaration_n on_o the_o accepter_n part_n that_o they_o hold_v their_o ministry_n partly_o of_o the_o magistrate_n and_o not_o sole_o of_o christ_n and_o consequent_o that_o they_o own_v not_o christ_n as_o sole_a head_n of_o the_o kirk_n further_o this_o discourse_n of_o they_o so_o word_v purposely_o and_o deliberate_o say_v that_o if_o they_o have_v not_o believe_v that_o they_o hold_v their_o ministry_n not_o of_o christ_n alone_o but_o of_o other_o also_o they_o can_v not_o have_v accept_v of_o the_o indulgence_n if_o any_o shall_v yet_o say_v that_o though_o this_o may_v be_v say_v of_o the_o indulgence_n according_a as_o it_o be_v understand_v by_o the_o accepter_n yet_o it_o will_v not_o follow_v that_o the_o indulgence_n itself_o be_v chargeable_a with_o this_o i_o answer_v yet_o hereby_o it_o be_v grant_v that_o the_o accepter_n be_v chargeable_a with_o high_a treason_n against_o the_o king_n of_o king_n our_o lord_n jesus_n christ_n and_o as_o for_o the_o indulgence_n itself_o we_o may_v safe_o construe_v of_o it_o according_a to_o the_o sense_n both_o of_o the_o granter_n and_o of_o the_o receiver_n and_o by_o what_o follow_v its_o nature_n will_v be_v more_o full_o discover_v if_o it_o be_v say_v that_o the_o most_o that_o can_v be_v infer_v from_o that_o expression_n of_o the_o accepter_n at_o that_o time_n be_v that_o as_o to_o the_o exercise_n which_o be_v distinct_a from_o the_o office_n of_o the_o ministry_n itself_o they_o do_v depend_v on_o other_o than_o christ_n i_o answer_v no_o mention_n be_v make_v of_o the_o exercise_n but_o of_o the_o ministry_n itself_o
