by_o consent_n of_o former_a parliament_n in_o such_o like_a case_n and_o for_o the_o do_v or_o accomplish_v thereof_o he_o may_v issue_v forth_o his_o proclamation_n sufficient_o strengthen_v with_o penal_a injunction_n but_o he_o ought_v forthwith_o to_o call_v or_o assemble_v a_o parliament_n because_o the_o public_a be_v involve_v as_o much_o or_o more_o than_o himself_o and_o that_o be_v inheritance_n by_o this_o extraordinary_a power_n also_o a_o king_n may_v in_o some_o case_n pardon_v as_o they_o call_v it_o or_o rather_o suspend_v or_o exempt_v the_o penalty_n due_a to_o convict_v or_o condemn_v felon_n or_o traitor_n for_o the_o law_n only_o provide_v punishment_n due_a to_o such_o offender_n but_o the_o king_n may_v exempt_v the_o punishment_n where_o the_o party_n virtue_n
